Rigzian Sampheal, born on 16 July 1975, is a retired Indian Administrative Service officer from the 2003 Uttar Pradesh cadre. He holds a B.Com Honours in Commerce from Delhi University and an MBA in Marketing. Over his career, he served in various capacities including Joint Secretary (2019–2023), Secretary to Government, Director, Special Secretary to the Hon. Chief Minister, District Magistrate, District Collector and Magistrate, Under Secretary, and Joint Magistrate. His extensive administrative experience spans multiple key roles within the Uttar Pradesh government.
