Richard Vincent DSouza, born on June 9, 1964, is a retired Indian Administrative Service officer from the 2007 Karnataka cadre. He holds an M.B.A. and a Ph.D. During his career, he served in various capacities including Secretary, Secretary to Government, Managing Director, and Deputy Commissioner. Most recently, he was appointed as the State Information Commissioner in the Karnataka Information Commission on October 13, 2025. His extensive service in the Karnataka government reflects his long-standing commitment to public administration.
