Ravi Kant Bhatnagar, born on 18 November 1947, is a retired Indian Administrative Service officer from the 1990 batch of the Uttar Pradesh cadre. A graduate by education, he served in various capacities including District Magistrate and Special Secretary. He held the position of Development Commissioner from 30 April 2006 to 30 November 2007. Additionally, he was associated with the Land Revenue Department as Director of Census Operations. Throughout his career, Bhatnagar contributed to the administrative framework of Uttar Pradesh before retiring from service.
