Rathan U Kelkar, born on 05 February 1976, is an Indian Administrative Service officer from the 2003 Kerala cadre batch. He holds an M.B.B.S. degree and is currently serving as the Chief Electoral Officer at Kerala since 4 December 2024 in the Election Department. Throughout his career, he has held various positions including Special Secretary, Project Administrator, Executive Director, Mission Director, Chief Executive Officer, District Collector, Inspector General, Project Director, Managing Director, Special Officer, Additional Director, Director, Sub Collector, and Assistant Collector. He received the Best District Collector Award in 2012. He is proficient in English, Hindi, and Marathi.
