Dr. Rathan U. Kelkar, born on February 5, 1976, is a 2003 batch Indian Administrative Service officer of the Kerala cadre. He holds an M.B.B.S. degree and is currently serving as Secretary at Kerala in the Chief Minister's Office since May 23, 2026. Throughout his career, he has held various positions including Chief Electoral Officer, Project Administrator, Executive Director, Mission Director, Chief Executive Officer, District Collector, Inspector General, Project Director, Special Secretary, Special Officer, Additional Director, Director, Sub Collector, Assistant Collector, and Managing Director. He received the Best District Collector Award in 2012. He is proficient in English, Hindi, and Marathi.
