Raman Kumar, born on 31 March 1982, is an Indian Administrative Service officer from the 2009 Bihar cadre. He holds a B.A. in History and an M.A. in Public Administration. Currently serving as Joint Secretary in the Ministry of Cooperation since 28 May 2025, Raman has held various key positions including Principal Secretary, Personal Secretary to Minister, District Collector and District Magistrate, Deputy Development Commissioner & Chief Executive Officer, Sub Divisional Officer, Assistant Collector, and Additional District Magistrate. He is proficient in Hindi and continues to serve in the IAS.
