Rakesh Kumar Singh II, born on 22 September 1965, is an Indian Administrative Service officer of the 2010 batch, Uttar Pradesh cadre. He holds an M.A. in Philosophy from the University of Allahabad. Currently, he serves as Secretary to the Hon'ble Chief Minister of Uttar Pradesh, based in Lucknow, a position he assumed on 18 January 2025. His previous roles include District Collector and Magistrate, Deputy Commissioner and District Magistrate, Vice Chairman, Executive Officer/Managing Director, and Additional Chief Executive Officer within the Government of Uttar Pradesh. He continues to serve in the Indian Administrative Service.
