Rakesh Kumar Minhas, born on August 28, 1989, is an Indian Administrative Service officer from the 2016 batch, assigned to the AGMUT cadre. He holds an M.B.B.S. degree in Medicine from Baba Farid University of Health Sciences. Currently, he serves as the Deputy Commissioner at Jammu, Jammu & Kashmir, a position he has held since August 5, 2025. His previous roles include Deputy Commissioner and Assistant Secretary. Rakesh Kumar Minhas continues to serve in the Indian Administrative Service.
