Rakesh Kumar, born on 15 June 1964, is a retired Indian Administrative Service officer from the 1992 Uttarakhand cadre. He served as President Secretary in the Public Service Commission from 24 December 2021 to 30 June 2024. His extensive career includes roles such as Additional Country Director, Senior Director General, Joint Secretary, Secretary, District Collector, District Magistrate, Additional Secretary, Project Director, and Chief Development Officer. He holds a postgraduate degree in Ophthalmology. Kumar is a Fellow of Paediatrics from the Indian Academy of Paediatrics (2015) and a Fellow of Neonatology from the National Neonatology Forum (2014).
