Rakesh Kumar, born on 15 June 1964, is a retired Indian Administrative Service officer from the 1992 Uttarakhand cadre. He served as President Secretary in the Public Service Commission from 24 December 2021 to 30 June 2024. His educational background includes a postgraduate degree in Ophthalmology. Throughout his career, he held various positions such as Additional Country Director, Senior Director General, Joint Secretary, Director, Secretary, District Collector, District Magistrate, Additional Secretary, Project Director, Project Officer, Additional Executive Director, Chief Development Officer, and Joint Magistrate. He was awarded Fellowships by the Indian Academy of Pediatrics (2015) and the National Neonatology Forum (2014).
