Raj Kumar, born on 22 February 1941, is a retired Indian Administrative Service officer from the 1983 batch, Uttar Pradesh cadre. He holds a graduate degree and served in various capacities within the Human Resources Department. His past positions include multiple terms as Joint Secretary, Special Secretary, and Director. Most recently, he was appointed Special Secretary from 1 April 2000 to 28 February 2001. Throughout his career, Raj Kumar contributed to the administrative framework of his department before retiring from service.
