Rahul Prasad Bhatnagar, born on 24 September 1959, is a retired Indian Administrative Service officer from the 1983 batch of the Uttar Pradesh cadre. He holds a postgraduate degree in Physics, a diploma in German, and a graduate degree in Physics. Throughout his career, he served in various capacities including Secretary, Joint Secretary, Commissioner, Additional Resident Commissioner, Director, Special Secretary, District Magistrate, Chief Development Officer, Vice Chairperson, Assistant Magistrate, and District Collector and Magistrate. His most recent position was Secretary of the Panchayati Raj Department from 8 February 2019 to 30 September 2019.
