Radhey Shyam Mishra, born on November 10, 1962, is a retired IAS officer from the 2008 Uttar Pradesh cadre. He served as Special Secretary at Lucknow, Uttar Pradesh, from September 17, 2018, to August 31, 2019. His most recent role was with the Land Revenue Department as Director of Census Operations. Mishra held past positions including Vice Chairman and Additional Commissioner. He holds an M.A. in Political Science from the University of Allahabad, a PG Diploma in Mass Communication from Purvanchal University Jaunpur, and an MBA in International Business from Sikkim Mahipal University.
