Rabindra Panwar, born on April 29, 1960, is a retired IAS officer from the 1985 Bihar cadre. He holds a B.Sc. in Chemistry and an M.Sc. in Botany from Garhwal University, and an M.A. in Governance and Development from the University of Sussex. Throughout his career, he served in various capacities including Joint Secretary, Special Secretary and Financial Adviser, Additional Secretary, Commissioner, Principal Secretary, Managing Director, Divisional Commissioner, Labour Commissioner, Deputy Commissioner, and Secretary. His most recent position was Secretary of the Women and Child Development Department from April 1, 2019, to April 30, 2020.
