R S Mishra, born on January 1, 1939, is a retired Indian Administrative Service officer from the 1990 batch, Uttar Pradesh cadre. He served in the Land Revenue Department as Director of Census Operations. Throughout his career, Mishra held several key positions, including Joint Secretary, Additional Director, and Joint Secretary. His most recent designation was Special Secretary, a role he fulfilled from March 1, 1994, to December 31, 1996.
