R P Singh, born on November 18, 1940, is a retired Indian Administrative Service officer from the 1990 Bihar cadre. A graduate by education, he served in various capacities during his career, including the Junior Scale. His most recent position was Commissioner in the Agriculture and Cooperation Department, a role he held from January 1, 1999, to November 30, 2000. Singh's tenure in the IAS reflects his commitment to public service within the Bihar cadre.
