R Lakshmanan, born on 23 July 1980, is a 2004 batch IAS officer of the Bihar cadre. Currently serving as Joint Secretary at the Ministry of Ports, Shipping and Waterways, New Delhi (since 18 November 2022), he holds qualifications in C.A. Auditing from ICAI and B.Com Auditing from Annamalai University. Throughout his career, he has held various positions including Chief Executive Officer & Executive Director, Managing Director, Additional Chief Executive Officer, Director, District Collector and District Magistrate, Officer on Special Duty, and Sub Divisional Magistrate. He is proficient in English, Hindi, and Tamil.
