R. Govinda Rao, born on 15 August 1973, is an Indian Administrative Service officer from the 2018 batch, Andhra Pradesh cadre. He holds an M.A. in Economics and a B.Ed. Currently, he serves as the Vice-Chairman of the Tirupati Urban Development Authority, Andhra Pradesh, a position he assumed on 13 January 2026. His previous roles include Ex-Officio Deputy Secretary, Director, and Additional Director. Rao continues to contribute to the administrative framework of Andhra Pradesh through his service in the IAS.
