He holds a B.A. degree and has served in various capacities including Commissioner, District Magistrate, District Collector and Magistrate, Director, and Deputy Development Commissioner. His most recent designation was Commissioner from January 23, 2010, to July 31, 2010. He also served as Director of Census Operations in the Land Revenue Department. Throughout his career, Thakur contributed to administrative functions within the Bihar cadre until his retirement.
