Phulwant Singh, born on April 10, 1944, is a retired Indian Administrative Service officer from the 1990 batch, Punjab cadre. He holds a graduate degree and served in various capacities including Deputy Commissioner, Director, Joint Secretary, Secretary, and Joint Development Commissioner. His most recent position was Joint Development Commissioner in the Rural Development Department from January 1, 2003, to April 30, 2004. Throughout his career, Singh contributed to the administration and development initiatives within his cadre until his retirement.
