Phool Chand Meena, born on 25 February 1975, is an Indian Administrative Service officer of the 2004 batch, Haryana cadre. He holds a Bachelor of Engineering degree from Delhi College of Engineering. Currently serving as Commissioner & Secretary in the Human Resources Department of Haryana since 8 September 2025, Meena has previously held the position of Commissioner. He is proficient in English and Hindi.
