Parmanand Rai, born on January 18, 1942, is a retired Indian Administrative Service officer from the 1990 Bihar cadre. A graduate by education, he served in the Department of Water Resources, holding the position of Director from December 1, 2000, to January 31, 2002. Prior to this, he was the Deputy Development Commissioner. Throughout his career, Rai contributed to various administrative roles within the Bihar cadre until his retirement.
