Panna Lal Dutta, born on 25 October 1946, is a retired Indian Administrative Service officer from the 1988 batch of the West Bengal cadre. He holds a graduate degree in Economics. Throughout his career, he served in various capacities including Additional District Magistrate, Additional Executive Officer, Joint Secretary, Special Secretary, and Joint Secretary. His most recent position was Secretary in the State Public Service Commission, from 31 August 2004 to 31 October 2006.
