He holds graduate degrees in Public Administration and Law, along with a postgraduate degree in Political Science. Throughout his career, Bhogal served in various capacities including Assistant Collector, SDO, CEO, Additional Collector, Deputy Secretary, Administrator, Additional Commissioner, and Director. His most recent position was Director in the Art and Culture Department of Maharashtra. His extensive service record reflects a diverse administrative experience within the state government.
