P Kamal Kutty, born on June 4, 1946, is a retired Indian Administrative Service officer from the 1984 Kerala cadre. He holds a graduate and postgraduate degree in English Literature. Over his career, he served in various capacities including Deputy Collector, Special Deputy Collector, Revenue Divisional Officer, Deputy Secretary, Registrar, District Collector, Additional Secretary, Director, Coordinator, and Secretary. His most recent position was Secretary of the Local Self Government Department in Thiruvananthapuram, Kerala, from October 1, 2004, to June 30, 2006.
