Otem Dai, born on 30 January 1962, is a retired Indian Administrative Service officer from the 1987 Tamil Nadu cadre. He holds a Graduate degree in Political Science and a Diploma in Management. Throughout his career, he served in various capacities including District Collector, Joint Secretary, Additional Secretary, Director, Commissioner, and Principal Secretary. He was on inter-cadre deputation and held multiple leadership roles across departments. His most recent position was Secretary in the Administrative Reforms and Training, Pension and Public Grievances Departments from 23 January 2021 to 31 January 2022.
