Nirmal Ouseppachan, born on October 4, 1990, is an Indian Administrative Service officer of the 2019 batch, serving in the Punjab cadre. He holds an M.B.B.S. degree in Medicine and Surgery from Calicut University, Kozhikode, Kerala. Currently, he is the Additional Secretary in the Department of Cooperation, Punjab, a position he has held since March 19, 2025. Prior to this role, he served as Chief Administrator. Nirmal Ouseppachan continues to serve in the Indian Administrative Service, contributing to the administration of Punjab.
