Nikunja Bihari Dhal, born on 20 June 1969, is a 1993 batch Indian Administrative Service officer of the Odisha cadre. He holds an M.Tech. and an M.P.A. Currently, he serves as Secretary in the Ministry of Parliamentary Affairs, New Delhi, since 18 April 2025. Throughout his career, he has held various positions including Additional Chief Secretary to the Chief Minister, CEO & Ex-Officio ACS to Government, Principal Secretary to Government, Commissioner, Joint Secretary, Director, State Project Director, Managing Director, Vice Chairman, District Collector and Magistrate, Sub Collector, Under Secretary, and Transport Commissioner.
