Neelima, born on April 10, 1979, is a 2008 batch IAS officer of the Punjab cadre. She holds a B.A. and M.A. from Patna University and a Master’s degree from Duke University. Currently, she serves as the Chief Executive at Punjab Energy Development Agency since March 3, 2025. Throughout her career, she has held various positions including Commissioner, Joint Secretary, Managing Director, Joint Development Commissioner, Special Secretary, Additional Secretary, Deputy Commissioner, A.D.C., Sub-Divisional Magistrate, Assistant Commissioner, and Chief Executive Officer. She is proficient in English and Hindi and continues to serve in the Indian Administrative Service.
