He holds a graduate degree and has served in various capacities including Commissioner, District Collector and Magistrate, Additional Secretary, Joint Secretary, Joint Collector, Special Officer, Joint Executive Officer, and Project Director. His most recent position was Secretary in the Culture Department from 1 September 2013 to 31 May 2014. Throughout his career, Rao contributed to the administrative framework of Andhra Pradesh until his retirement.
