Muni Lal, born on August 6, 1938, is a retired Indian Administrative Service officer from the 1983 batch, Bihar cadre. He holds a postgraduate degree in Economics and a graduate degree in Economics. During his career, he served as Additional Secretary in the Department of Planning and Programme Implementation from April 1, 1993, to August 31, 1996. His past positions include Managing Director and Additional District Magistrate.
