Manoj Kumar Singh, born on 20 July 1982, is an Indian Administrative Service officer of the 2009 Bihar cadre. He holds a B.A. and M.A. in History, along with a B.Ed. Currently, he serves as Secretary at Bihar’s Energy Department since 10 June 2025. His previous roles include Secretary, Director, Private Secretary to various Ministers of State (IC), Additional Commissioner, District Collector and District Magistrate, Deputy Development Commissioner & Chief Executive Officer, and Sub Divisional Officer. He was honored by the State Power Holding Company for outstanding leadership in electricity. He is proficient in English and Hindi.
