Manmohan Singh, born on December 12, 1943, is a retired Indian Administrative Service officer from the 1983 Punjab cadre. He holds a Ph.D. in Chemistry, along with postgraduate and graduate degrees in the same field. Over his career, he served in various capacities including Principal, Professor, Deputy Secretary, Joint Secretary, Director, Additional Secretary, and Secretary. His most recent position was Secretary in the Higher Education and Languages Department, Punjab, from October 1 to December 31, 2003.
