Manish Kumar, born on 21 September 1975, is an Indian Administrative Service officer of the 2005 batch, serving in the Bihar cadre. He holds a B.A. and M.A. in Economics. Currently, he is the Commissioner at Saran Division (Chhapra), Bihar, a position he has held since 30 December 2025. His previous roles include Secretary and Commissioner. Manish Kumar is proficient in English and Hindi and continues to serve in the IAS.
