Manish Kumar, born on 21 September 1975, is an Indian Administrative Service officer from the 2005 Bihar cadre. He holds a B.A. in Economics, a PG Diploma in Management, and a Ph.D. in Economics from the University of Mumbai. Currently, he serves as the Commissioner at Saran Division (Chhapra), Bihar, a position he has held since 30 December 2025. Throughout his career, he has held various roles including Assistant Collector, Chief Executive Officer, Sub-Divisional Officer, Regional Commissioner, Special Secretary, Assistant Private Secretary, Registrar, Commissioner, Director, District Collector and Magistrate, Managing Director, and Secretary. He is proficient in English and Hindi.
