Madhusudan Hulgi, born on April 6, 1986, is an Indian Administrative Service officer of the 2015 batch, Uttar Pradesh cadre. He holds a Bachelor of Engineering in Chemical Engineering from the National Institute of Technology Karnataka Surathkal, a Master of Technology in Chemical Engineering from the Indian Institute of Science Bangalore, and a Master of Arts in Public Management from Jawaharlal Nehru University. Currently, he serves as Special Secretary in the CM Secretariat, Uttar Pradesh, a position he has held since October 28, 2025. His previous roles include District Magistrate, Vice Chairman, Chief Development Officer, Assistant Secretary, Assistant Collector, and D.M. & Collector.
