He served in various capacities including District Collector and Additional Divisional Commissioner. His most recent designation was Chief Administrator at Maharashtra, within the Urban Development Authorities and Town and Country Planning Commissionerate. A graduate by education, Bhagat contributed to the administrative framework of Maharashtra during his tenure.
