M Kutralingam, born on July 5, 1954, is a retired Indian Administrative Service officer from the 1980 Tamil Nadu cadre. He holds a graduate degree in Electrical Engineering and a Diploma in Management. Over his career, he served in various capacities including District Collector, Sub Collector, Deputy Secretary, Joint Secretary, Director, Managing Director, Secretary, Principal Secretary, and Chairman and Managing Director. His most recent position was Additional Secretary in the Personnel and Administrative Reforms Department from August 6, 2013, to July 31, 2014. His extensive service reflects a broad administrative experience within the Tamil Nadu government.
