Lingraj Panda, born on April 20, 1989, is an Indian Administrative Service officer from the 2015 batch, Odisha cadre. He holds a B.Tech in Electronics & Telecom Engineering and an M.A. in Public Administration. Currently, he serves as Deputy Secretary in the School Education and Literacy Department of Odisha since February 5, 2025. His previous roles include Director, Managing Director, Joint Secretary, District Collector and Magistrate, Project Director, and Assistant Secretary General.
