Lingaraj Panigrahi, born on 25 December 1957, is a retired Indian Administrative Service officer from the 1982 Andhra Pradesh cadre. A graduate in Electrical Engineering, he served in various capacities including Principal Secretary, Chairman & Managing Director, Commissioner & Director, Commissioner & Secretary, Special Secretary, Additional Secretary, Joint Secretary, Secretary to Commissioner, Special Collector, Deputy Secretary, Joint Collector, Assistant Collector, and Special Chief Secretary. His most recent position was Commissioner in the Personnel and Administrative Reforms Department, commencing on 18 July 2011. Throughout his career, Panigrahi held significant administrative roles within the Andhra Pradesh government.
