Laxmi Narayan Gupta, born on 17 August 1959, is a retired IAS officer of the 1986 batch from the Odisha cadre. He served as Additional Chief Secretary in the Micro, Small and Medium Enterprises and Textiles Department from 26 May 2017 to 31 August 2019. His educational qualifications include a B.A. Honours in Economics, an M.A. in Economics from Rajasthan University, and an M.B.A. in Marketing from Birmingham. Throughout his career, he held various positions such as Principal Secretary to Government, Secretary, Joint Secretary, Resident Commissioner, Chairman & Managing Director, Divisional Commissioner, District Collector and Magistrate, among others.
