Laltinkhuma Franklin, born on March 28, 1977, is a 2006 batch IAS officer of the AGMUT cadre. He holds an M.B.B.S. degree from Rajasthan University, Jaipur. Currently serving as the Commissioner Secretary at Ladakh since March 2, 2026, he is part of the Health and Medical Education, Planning, Development and Monitoring department. Throughout his career, he has held the positions of Commissioner & Secretary. Franklin is proficient in English and Mizo. He continues to serve in the Indian Administrative Service.
