Kumar Anand, born on 14 October 1947, is a retired Indian Administrative Service officer from the 1993 Bihar cadre. He holds a Bachelor of Arts degree. During his career, he served in various capacities including Under Secretary, Additional Deputy Commissioner, and Additional Secretary. His most recent position was Special Secretary in the Cabinet Secretariat Department, from 18 June 2007 to 31 October 2007.
