Kulkarni Ashutosh C, born on April 17, 1993, is an Indian Administrative Service officer of the 2020 batch, serving in the Odisha cadre. He holds a B.Tech in Mechanical Engineering and an M.A. in History. Currently, he is the Collector & District Magistrate at Rayagada, Odisha, a position he has held since July 22, 2025. Prior to this, he served as a Sub-Collector. He is proficient in Hindi and Odia. Kulkarni Ashutosh C continues to serve in the Indian Administrative Service.
