Kulbir Singh, born on September 5, 1950, is a retired Indian Administrative Service officer from the 1990 Punjab cadre. He holds a postgraduate degree in English. Over his career, he served in various capacities including Commissioner, Managing Director, Secretary, Special Secretary, Transport Commissioner, Director, Additional Managing Director, and Joint Secretary. His most recent role was Secretary of the Public Works Department from July 22, 2008, to September 30, 2010. Singh's extensive service reflects a broad administrative experience within the Punjab government.
