Throughout his career, Agarwal served in various capacities including Joint Secretary, Principal Secretary, Chairman, Financial Commissioner, Chief Electoral Officer, and Secretary to the Governor. His most recent position was Additional Secretary in the Health and Family Welfare Department from July 30, 2015, to December 5, 2016. Agarwal’s extensive service reflects a diverse administrative portfolio within the Jammu & Kashmir cadre.
