Kempahonnaiah, born on 02 May 1982, is an Indian Administrative Service officer from the 2017 batch, assigned to the West Bengal cadre. He holds a graduate degree and has served as Additional District Magistrate. Currently, he is the Joint Secretary in the Women and Child Development and Social Welfare Department of West Bengal, a position he has held since 27 October 2025.
