Kalipada Bhar, born on February 2, 1951, is a retired Indian Administrative Service officer from the 1995 batch, West Bengal cadre. He holds a graduate degree and has served in various capacities throughout his career. His past positions include Joint Secretary and District Manager. Most recently, he was appointed Special Secretary in the Power Department, serving from January 1, 2011, to February 28, 2011.
