K Mangapathi Rao, born on August 1, 1949, is a retired Indian Administrative Service officer from the 1988 Andhra Pradesh cadre. He holds a graduate degree in Botany and a postgraduate degree in Zoology. Throughout his career, he served in various capacities including District Collector and Magistrate, Commissioner, Secretary to Commissioner, Managing Director, Joint Chief Electoral Officer, Vice Chairperson, Deputy Secretary, Joint Collector, Estate Manager, and Administration Officer. His most recent position was Secretary of the Information Technology Department from November 1, 2006, to July 31, 2009.
