Throughout his career, he served in various capacities including Junior Scale officer, Additional District Magistrate, General Manager, Executive Officer, Secretary, Additional Secretary, and Secretary. His most recent position was Special Secretary in the Personnel and Administrative Reforms Department from 1 March 1989 to 1 October 1992. Patnaik's extensive service reflects a diverse administrative experience within the Odisha cadre.
