Jiwan Kumar Sinha, born on 25 April 1950, is a retired Indian Administrative Service officer from the 1995 Bihar cadre. He holds a Bachelor of Arts degree. During his career, he served in various capacities including Secretary, Director, District Collector and Magistrate, and Additional Secretary. His most recent position was Director at Patna, Bihar, from 22 May 2009 to 30 April 2010. He was associated with the Bihar Renewable Energy Development Agency.
