James Varghese, born on 28 November 1957, is a retired Indian Administrative Service officer from the 1986 Kerala cadre. He holds a graduate and postgraduate degree in Zoology. Throughout his career, he served in various capacities including Sub Collector, District Collector, Managing Director, Registrar, Project Director, Additional Secretary, Executive Director, Secretary, Joint Secretary, and Principal Secretary. His most recent position was Principal Secretary in the Environment Department, commencing on 30 March 2017. Mr. Varghese's extensive administrative experience spans multiple roles within the Kerala cadre until his retirement.
