J M Balamurugan, born on 21 March 1966, is a 1994 batch IAS officer of the Punjab cadre. He holds a B.A. and an M.B.A. from the Indian Institute of Foreign Trade (IIFT). Currently serving as Additional Chief Secretary in the Defence Services Welfare department since 21 November 2022, he has held various positions including Principal Secretary, Secretary to Governor, District Collector, and Managing Director. His extensive administrative experience spans roles such as Deputy Commissioner, Special Secretary, and Sub-Divisional Magistrate. He is proficient in English, French, Hindi, and Tamil. Balamurugan continues to serve in the Indian Administrative Service.
